      Carreras políticas y oportunidades "generizadas" en la provincia de Buenos Aires, Argentina (1983-2007)

          Abstract

          En este artículo se reconstruyen y analizan perfiles de carrera política de mujeres y hombres de la Provincia de Buenos Aires -la unidad subnacional de mayor tamaño de Argentina- desde el retorno de la democracia en 1983. La evidencia indica que la inclusiónde las mujeres bonaerenses en el Congreso de la Nación y la legislatura provincial -promovida por las leyes de cuotas- incentiva su permanencia en este tipo de cargos y favorece el desarrollo de carreras centradas en el Poder Legislativo. Desde el ángulo de la discusión sobre el amateurismo legislativo en Argentina y su impacto en la calidad de las políticas públicas, las legisladoras de origen bonaerense serían más profesionalesque sus colegas masculinos y tendrían mayores incentivos para especializarse e invertir en la labor parlamentaria. En contrapartida, la presencia femenina es reducida en puestos ejecutivos (gobernaciones, intendencias) muy preciados en el sistema político argentino. Paradójicamente, las oportunidades abiertas por las cuotas electorales coexisten con "techos de cristal" que dificultan el acceso de mujeres a puestos de alto valor político, que implican manejo de recursos y protagonismo en la ejecución de las políticas públicas.

          Translated abstract

          This article is focused on the identification and analysis of political career profiles in Buenos Aires province -the largest subnational unit in Argentina- since the return to democracy in 1983. The evidence shows that the inclusion of women from Buenos Aires in Congress (national level) and in the provincial legislature -promoted by gender quota laws- encouraged permanence in this kind of positions and foster career development focused on the Legislative Power. With regard to the discussion on legislative amateurism in Argentina, and the concerns of its impact on the quality of public policies, women legislators would seem to be more professionally devoted than their masculine colleagues and would have more incentives for specialization and investment in parliamentary work. By contrast, female presence is low in executive positions (governors and mayors) which are highly valued in Argentine political system. Paradoxically, the opportunities opened by quotas coexist with "glass ceilings" that hinders women access to positions of high political significance, which entail resources administration and leadership in public policies implementation.
