Investigando la reconstrucción de la ciudad de Chillán tras el terremoto de 1939 -una tábula rasa de causa natural que presentaba la oportunidad perfecta para instaurar un urbanismo moderno- este texto se adentra en las disputas entre la posibilidad de planificar la ciudad y la protección de la propiedad del suelo.
