La cruzada restauradora en la educación: Uniformizar, descentralizar y moralizar

Abstract

Durante la última dictadura argentina del siglo XX los militares procesistas sostuvieron que la agresión subversiva para obtener sus objetivos de victoria usaba y trataba de usar "…todos los medios imaginables: la prensa, las canciones de protesta, las historietas, el cine, el folklore, la literatura, la cátedra universitaria, la religión…"³. Entendieron que el enemigo apátrida habitaba el hogar común de los ciudadanos argentinos, afectando especialmente el lugar de las ideas. Y que, por ende, les correspondía, "…en el contexto de lucha global…erradicar sus causas y eliminar sus efectos, saneando todos aquellos campos del cuerpo social que fueron afectados por la acción disolvente de la subversión"4. La lucha se transformó en la lucha por el poder de la cultura argentina. Acorde a esta finalidad junto a sus ideólogos civiles transformaron el sistema educativo en uno de los principales escenarios de la cruzada por la recuperación de "…los valores morales y espirituales de la nacionalidad"5. En esta comunicación se intentará develar como se articularon los lineamientos de política educativa en los niveles nacional y jurisdiccional durante los autodenominados períodos de reordenamiento básico y de creación, para dar cumplimiento a la pretensión arrogante de rehacer sujetos colectivos de arriba hacia abajo en pos de la tarea que la política de orden y disciplinamiento social implícitamente preconizó para someter a la totalidad del cuerpo social. Se efectúa su estudio en la tensión del proceso de ordenamiento/disciplinamiento y el de descentralización-desregulación del sistema educativo, observando en particular lo acontecido en la jurisdicción educativa de Entre Ríos.

Translated abstract

During last argentine military dictatorship of the twenties century the dictators maintained the subversive aggression used and tried to used to get their objectives from victory, "... all imaginable means: the press, the songs of protest, the funny papers, the movies, the folklore, the literature, the university cathedra, the religion...". They understood that the stateless enemy habited the home of every common argentine citizen, specially affecting the space for ideas. So what as a consequence corresponded too them, "... in the context of the global fight, to eradicate their causes and eliminating their effects, healing all those fields of the social body that were affected by the dissolving action of the subversion". The fight turn into the fight for the power of argentine culture. They turned chord to this purpose next to his civil ideologists into the educational system one of the principal scenes of the crusade for the recuperation of "... the moral and spiritual values of nationality..." This communication will try to unveil how the guide lines educational policy articulated in the national and jurisdictional levels during the autonamed periods of basic and creation realignment, to give fulfilment to the in pursuit of the work order and social discipline policy implicitly suggested to submit the totality of the social body. This communication also takes effect their study in the tension of the of the process of organising/discipline and the one of decentralisation/ deregulation of the educational system, observing in particular what happened in educational jurisdiction of Entre Ríos.
