Este artículo realiza una revisión del proceso del Registro Sanitario de los productos bioplaguicidas microbianos. Brinda una panorámica de las legislaciones, documentos, etapas, autoridades que participan y los requisitos técnicos que se exigen en 16 países de América Latina. Se exponen las similitudes, diferencias y los desafíos por los que están obligados a transitar los centros de investigación, fabricantes y productores de alimentos que aplican estos productos. A través del KlamiC®, producto registrado en Cuba y en países de América Latina para el control de nematodos agalleros en hortalizas y otros cultivos, se muestra un ejemplo práctico de los principales estudios que se deben desarrollar para obtener el Registro. Se realiza un análisis de las ventajas que ofrece el desarrollo de un Sistema de Gestión de la Calidad ISO 9000 y la aplicación de Buenas Prácticas como plataforma para asegurar el cumplimiento de los requisitos del proceso de Registro, principalmente en lo relacionado con la documentación y la evaluación del producto, lo que representa mayor competitividad en el mercado y en el posicionamiento de la institución y sus productos. Los resultados demostraron que existen grandes similitudes para el Registro Sanitario de bioplaguicidas microbianos en Cuba y los países de Centroamérica, por lo que se sugiere la homologación del proceso y/o armonización de los requisitos. La revisión mostró los pasos para lograr un Registro Sanitario que cumpla los requisitos de seguridad y eficacia exigidos para los bioplaguicidas microbianos en una región diferente a la de su introducción, así como las ventajas y los retos que tiene actualmente la industria de bioplaguicidas.
A review of the sanitary registration of microbial pesticides is presented in this paper. It provides an overview of the laws, documents, stages, involved authorities, and the technical requirements in 16 countries in Latin America. The similarities, differences and challenges through which are forced the research centers, manufacturers and foods applying these biopesticides to pass are included. Through KlamiC®, a product registered in Cuba and other Latin America countries to control root-knot nematodes in vegetables and other crops, a practical example of the major studies to be developed for registration is illustrated. An analysis is made of the advantages offered by the development of the ISO 9000 Quality Management System and the application of good practices as a platform to ensure compliance with the requirements of the registration process, mainly of what is related to the documentation and product evaluation, representing more competitiveness in the market and the positioning of the institution and its products. The results showed great similarities in the sanitary registration of microbial biopesticides in Cuba and Central American countries, so that the process homologation and / or harmonization of requirements are suggested The review showed the steps to achieve a sanitary registration that meets the requirements of safety and efficacy for microbial biopesticides in a different region of its introduction, and the advantages and challenges currently faced by the industry of biopesticides.
