          Abstract

          Simple Summary

          High calf loss rates are an international welfare problem though this is often not recognised. These loss rates have increased in recent years. Improvement in calf survival rates is dependent upon re-prioritization of this problem relative to other animal health and welfare issues and creation of awareness of this prioritization. Once the problem is recognised action needs to be taken at national and at farm levels, specifically on problem farms. Data recording, research, breeding, veterinary, extension and farmer organisations all have a role to play in improving bovine neonatal survival and hence improving animal welfare in the future.

          Abstract

          Poor bovine neonatal survival rates are an international animal welfare issue. The key modifiable risk factors associated with such loss are age at first calving in primiparae, calf breed, gender and gestation length and calving management. The primary causes of mortality in the perinatal period are calving problems, in particular dystocia, defined as both difficult and abnormal calvings. Calf loss rates are rising on modern dairy farms in many countries internationally. High calf loss rates are often not recognised at national or at farm-level; recording needs to be improved. Improving bovine neonatal survival requires re-prioritization of this issue. Stakeholders need to be made cognisant of this prioritization. Actions to effect change need to occur at both national and farm-levels. National-level actions need firstly to address raising awareness of the issue. Farm-level actions need to focus on identifiable problem farms through targeted surveillance. Application of existing knowledge to alter modifiable risk factors is the key to improving calf welfare in the future. Research also has a role to play in filling knowledge gaps in particular about the ‘unexplained stillbirth’.

          A survey of dairy calf management practices in Canada that affect animal welfare.

          There is growing interest among the public in farm animal welfare and a need for methods to assess animal welfare on farm. A survey on calf rearing practices that might affect dairy calf welfare was performed via a 1-h interview on 115 dairy farms (mean +/- SD: herd size=52.5+/-20.9 cows; milk production=8,697+/-1,153L) distributed throughout the province of Quebec. Despite frequent recommendations, many dairy producers continue to use management practices that increase the health risks of milk-fed calves. Major risk factors for poor calf welfare identified were 1) no use of calving pen in 51.3% of herds and low level of surveillance of calvings, especially at nighttime (once every 12h), 2) no disinfection of newborn's navel in 36.8% of herds, and delayed identification and, hence, calf monitoring (3 d), 3) 15.6% of farms relied on the dam to provide colostrum and none checked colostrum quality or passive transfer of immunity, 4) dehorning and removal of extra teats proceeded at late ages (6.4 wk and 6.7 mo, respectively) and without adequate pain control, 5) use of traditional restrictive milk feeding and waste milk distributed to unweaned calves without precaution in 48.2% of herds, 6) abrupt weaning performed in 16.5% of herds, and 7) calves housed individually in 87.9% of herds, and most inappropriate housing systems (crate=27.0%, tie-stall=13.9%, attached against a wall=5.7%) remained. This risk factor assessment was the first step in an intervention strategy to improve calf welfare on dairy farms.

            Calf mortality in Norwegian dairy herds.

            The aims of this study were to estimate mortality rates in Norwegian dairy calves and young stock up to 1 yr of age, identify risk factors for calf mortality, and evaluate the etiology of calf mortality based on postmortem analyses. The material comprised 3 data sets. The first data set included information on 289,038 offspring in 14,474 dairy herds registered in the Norwegian Dairy Herd Recording System (NDHRS) in 2005. The second included recordings on 5,382 offspring in 125 Norwegian dairy herds participating in a survey on calf health, and the third included results from postmortem analyses of 65 calves from 37 of the survey herds. The calf mortality rate during the first year of life in all herds registered in the NDHRS was 7.8%, including abortion (0.7%) and stillbirth (3.4%). The overall calf mortality rate in liveborn calves in the survey herds was 4.6%. Cows with severe calving difficulties had an odds ratio (OR) of 38.7 of stillbirth compared with cows with no calving difficulties. Twins and triplets showed an increased risk of stillbirth compared with singletons (OR = 4.2 and 46.3, respectively), as did calves born in free stalls compared with tie stalls (OR = 1.9). Respiratory disease increased the risk of death in all age groups with hazard ratios (HR) of 6.4, 6.5, 7.4, and 5.6 during the first week of life, 8 to 30 d of age, 31 to 180 d of age, and 181 to 365 d of age, respectively. Diarrhea increased the risk of death among calves younger than 180 d of age, but the influence was only significant during the first week of life and between 8 to 31 d of age (HR = 2.4 and 2.9, respectively). Calves born during the winter were more likely to die during the first week of life than calves born during the summer (OR = 1.2), and were more likely to die during the first month of life than calves born during the autumn (OR = 1.2). Calf mortality rates in all age groups increased with increasing herd size. Calves housed in a group pen from 2 wk of age were more likely to die during the first month of life than calves housed individually (HR = 1.5). Bronchopneumonia and enteritis were the most frequent postmortem diagnoses, with proportional rates of 27.7 and 15.4%, respectively.

              Animal welfare implications of neonatal mortality and morbidity in farm animals.

              Much has been learnt during the last 50 years about the causes of neonatal mortality and morbidity and about practical means for minimising them in newborn lambs, kids, bovine calves, deer calves, foals and piglets. The major causes of problems in these newborns are outlined briefly and include hypothermia due to excessive heat loss or to hypoxia-induced, starvation-induced or other forms of inhibited heat production. They also include maternal undernutrition, mismothering, infection and injury. The published literature reveals that the scientific investigations which clarified these causes and led to practical means for minimising the problems, involved iterative successions of self-reinforcing laboratory and field or clinical investigations conducted over many years. These studies focused largely on solutions to the problems, not on the suffering that the newborn might experience, so that an analysis of the associated welfare insults had not apparently been conducted until now. The present assessment focuses on potentially noxious subjective experiences the newborn may have. The account of the causes of neonatal mortality and morbidity outlined early in this review indicates that the key subjective experiences which require analysis in animal welfare terms are breathlessness, hypothermia, hunger, sickness and pain. Reference to documented responses of farm animals and, where appropriate, to human experience, suggests that breathlessness and hypothermia usually represent less severe neonatal welfare insults than do hunger, sickness and pain. Major science-based improvements in the management of pregnancy and birth have markedly reduced the overall amount of welfare compromise experienced by newborn farm animals and further improvements may be expected as knowledge is refined and extended in the future.
