      Nature-Based Solutions Modeling and Cost-Benefit Analysis to Face Climate Change Risks in an Urban Area: The Case of Turin (Italy)

          Abstract

          Increasing urbanization and climate change challenges are leading to relevant environmental, economic and social pressures on European cities. These include increasing flood hazards and the urban heat island (UHI) effect. Nature-Based Solutions (NBS) are increasingly recognized within strategies to provide multiple ecosystem services to mitigate existing risks and pressures, as well as to make cities more resilient and livable. Although being increasingly addressed within the literature, NBS implementation on the ground still faces many technical and financial barriers. This paper aims to test the potential of selected NBS in mitigating the effects of identified climate change risks, i.e., the UHI effect and urban floods, in the Turin urban area (north-western Italy). Four different intervention NBS-based scenarios are developed. The supply of ecosystem services by NBS in each scenario is assessed using InVEST models and the effectiveness of NBS investments is analyzed by calculating and comparing the associated costs and benefits. Different results in terms of effectiveness and economic viability are observed for each scenario and each NBS. Flood risk mitigation oriented NBS seem to have the most impact, in particular forested green areas and retention ponds. The results are relevant to suggest policy mix strategies to embed NBS in city planning.

          A Quantitative Review of Urban Ecosystem Service Assessments: Concepts, Models, and Implementation

          Although a number of comprehensive reviews have examined global ecosystem services (ES), few have focused on studies that assess urban ecosystem services (UES). Given that more than half of the world’s population lives in cities, understanding the dualism of the provision of and need for UES is of critical importance. Which UES are the focus of research, and what types of urban land use are examined? Are models or decision support systems used to assess the provision of UES? Are trade-offs considered? Do studies of UES engage stakeholders? To address these questions, we analyzed 217 papers derived from an ISI Web of Knowledge search using a set of standardized criteria. The results indicate that most UES studies have been undertaken in Europe, North America, and China, at city scale. Assessment methods involve bio-physical models, Geographical Information Systems, and valuation, but few study findings have been implemented as land use policy.             The science, policy and practice of nature-based solutions: An interdisciplinary perspective.

            In this paper, we reflect on the implications for science, policy and practice of the recently introduced concept of Nature-Based Solutions (NBS), with a focus on the European context. First, we analyse NBS in relation to similar concepts, and reflect on its relationship to sustainability as an overarching framework. From this, we derive a set of questions to be addressed and propose a general framework for how these might be addressed in NBS projects by funders, researchers, policy-makers and practitioners. We conclude that: To realise their full potential, NBS must be developed by including the experience of all relevant stakeholders such that 'solutions' contribute to achieving all dimensions of sustainability. As NBS are developed, we must also moderate the expectations placed on them since the precedent provided by other initiatives whose aim was to manage nature sustainably demonstrates that we should not expect NBS to be cheap and easy, at least not in the short-term.

              Urban natural environments as nature-based solutions for improved public health - A systematic review of reviews.

              Increasing urbanisation, changing disease scenarios, and current predictions of climate change impacts require innovative strategies for providing healthy and sustainable cities, now and in the future. The recently coined concept, Nature-based solutions (NBS), is one such strategy referring to actions that are inspired by, supported by, or copied from nature, designed to address a range of environmental challenges. The objective with this article is to evaluate the evidence on public health benefits of exposure to natural environments and explore how this knowledge could be framed within the NBS concept. We conducted a systematic review of reviews following established methodology, including keyword search in several databases, predefined inclusion criteria, and a data extraction in accordance with the PICOS structure. We reviewed literature on associations between public health and natural environments in relation to pathways - sociobehavioural/cultural ecosystem services (e.g. stress and physical activity) and regulating ecosystem services (e.g. heat reduction) - or defined health outcomes (e.g. cardiovascular mortality). The results show that there is strong evidence for improved affect as well as on heat reduction from urban natural environments. These conditions may mediate the effect seen on cardiovascular disease (CVD)-related mortality by exposure to natural environments. By also reviewing existing literature on NBS and health, we phrase the results within the NBS context, providing guidelines on how public health and well-being could be integrated into implementation of NBS for resilient and liveable urban landscapes and health in a changing climate.
