          Abstract

          RESUMEN En el contexto de transformaciones institucionales que devino a partir de la expansión minera en América Latina, este artículo explora una innovación institucional de carácter social: los monitoreos hídricos comunitarios (MHC). Desde un enfoque cualitativo se aborda la emergencia de experiencias alternativas de control ambiental de la minería en Argentina y Perú. El trabajo abona al debate sobre los procesos de cambio institucional en contextos mineros, pero se focaliza en un aspecto poco explorado: las innovaciones institucionales de carácter social y su relación con la falta de legitimidad de las entidades estatales de control ambiental. El análisis exhibe que mediante un proceso de repolitización de instrumentos prexistentes los actores comunitarios diseñan e implementan esquemas alternativos de control ambiental de la minería.

          Translated abstract

          ABSTRACT In the context of institutional transformations that resulted from the mining expansion in Latin America, this article explores the emergence of a social institutional innovation: community based water monitoring. From a qualitative perspective the emergence of a new community form of environmental control in Argentina and Peru is analyzed. The article contributes to the debate on institutional innovation processes in mining contexts, but focuses on an underexplored aspect, social institutional innovations and their connection with the lack of legitimacy of state environmental institutions. The analysis shows that through a process of re-politicization of pre-existing instruments, community actors design and implement alternative schemes for environmental control.
