          Abstract

          RESUMEN Los estudios comparados sobre la implementación del acuerdo de paz con las FARC-EP frente a otros casos en el mundo es uno de los aspectos menos explorados del conflicto armado colombiano. Esto ha impedido un adecuado entendimiento de las complejidades existentes en la transición de un estado de conflicto a uno de reconciliación y ha dificultado una evaluación prudente de los avances en relación con las tendencias internacionales. Este artículo busca subsanar en alguna medida esta falencia a través de modelos de análisis estadístico creados para analizar la implementación de las disposiciones del acuerdo de paz de Colombia en contraste con la de otros 34 acuerdos de 31 países. Además de contribuir a la comprensión de los avances y desafíos de la implementación de los compromisos del acuerdo de paz, este estudio fortalece los mecanismos de verificación del caso colombiano y proporciona una percepción clara de la evolución del acuerdo de paz y sus perspectivas futuras.

          Translated abstract

          ABSTRACT Comparative studies contrasting the implementation of the peace agreement with the FARC-EP and other cases worldwide are one of the least explored aspects of the Colombian armed conflict. This situation has obstructed the adequate understanding of the complexities involved in the transition from a state of conflict to one of reconciliation. It has also hampered an accurate assessment of evolution regarding international trends. This article seeks to remedy this breakdown, to some extent, through statistical analysis models created to analyze the implementation of the provisions of the Colombian peace agreement in contrast to 34 other agreements of 31 countries. In addition to contributing to the understanding of the advances and challenges in the implementation of the commitments of the peace agreement, this study strengthens the verification mechanisms of the Colombian case and provides a clear perception of the evolution of the peace agreement and its prospects.

          The Consequences of Negotiated Settlements in Civil Wars, 1945–1993

          We know very little about how civil wars end. Harrison Wagner has argued that negotiated settlements of civil wars are likely to break down because segments of power-sharing governments retain the capacity for resorting to civil war while victory destroys the losers' organization, making it very difficult to resume the war. An analysis of a data set of 91 post-1945 civil wars generally supports this hypothesis but only in wars over identity issues. Moreover, while military victories may be less likely to break down than negotiated settlements of identity civil wars, they are also more likely to be followed by acts of genocide. Outsiders concerned with minimizing violence thus face a dilemma.
