      Identifying Gaps and Challenges in Global Pesticide Legislation that Impact the Protection of Consumer Health: Rice as a Case Study

          Abstract

          With continued global population expansion, food production will have to increase with crops protected against the growing menace of pests, requiring the increased use of pesticides globally to ensure that agricultural production is optimised and remains economically viable. The aim of this systematic review was to perform an in-depth analysis of pesticide legislation, focusing on rice, to understand the gaps that exist in the harmonisation across different countries. Tricyclazole, carbendazim, thiamethoxam and acephate were considered as these received the highest numbers of RASFF notifications and alerts due to their presence in rice. Global differences in regulations cause trade issues, especially when developing countries use unauthorised pesticides or different MRLs. Discrepancies in the registration and regulation of sales were found to be a global problem. Sales of pesticides and resulting residues in developing countries that are banned in the EU or US is highly concerning. Evidence suggests farmers’ education regarding pesticide use and protection must be increased, particularly as climate change is impacting pesticide use patterns and their bio-efficacy. In conclusion, international pesticide regulations have been implemented to protect consumer health, the environment and facilitate international trade. However, the absence of national MRLs in some countries or non-alignments with Codex MRLs raise significant concerns regarding some pesticides in relation to the protection of consumer health and the use of mixtures versus single pesticides. Additionally, global differences in pesticide regulation highlight problems in trade, especially when developing countries use unauthorised pesticides or when MRLs are not in agreement.

          PRISMA Extension for Scoping Reviews (PRISMA-ScR): Checklist and Explanation

          Scoping reviews, a type of knowledge synthesis, follow a systematic approach to map evidence on a topic and identify main concepts, theories, sources, and knowledge gaps. Although more scoping reviews are being done, their methodological and reporting quality need improvement. This document presents the PRISMA-ScR (Preferred Reporting Items for Systematic reviews and Meta-Analyses extension for Scoping Reviews) checklist and explanation. The checklist was developed by a 24-member expert panel and 2 research leads following published guidance from the EQUATOR (Enhancing the QUAlity and Transparency Of health Research) Network. The final checklist contains 20 essential reporting items and 2 optional items. The authors provide a rationale and an example of good reporting for each item. The intent of the PRISMA-ScR is to help readers (including researchers, publishers, commissioners, policymakers, health care providers, guideline developers, and patients or consumers) develop a greater understanding of relevant terminology, core concepts, and key items to report for scoping reviews.

            Optimising the value of the critical appraisal skills programme (CASP) tool for quality appraisal in qualitative evidence synthesis

            The value of qualitative evidence synthesis for informing healthcare policy and practice within evidence-based medicine is increasingly recognised. However, there is a lack of consensus regarding how to judge the methodological quality of qualitative studies being synthesised and debates around the extent to which such assessment is possible and appropriate. The Critical Appraisal Skills Programme (CASP) tool is the most commonly used tool for quality appraisal in health-related qualitative evidence syntheses, with endorsement from the Cochrane Qualitative and Implementation Methods Group. The tool is recommended for novice qualitative researchers, but there is little existing guidance on its application. This article considers issues related to the suitability and usability of the CASP tool for quality appraisal in qualitative evidence synthesis in order to support and improve future appraisal exercises framed by the tool. We reflect on our practical experience of using the tool in a systematic review and qualitative evidence synthesis. We discuss why it is worth considering a study’s underlying theoretical, ontological and epistemological framework and how this could be incorporated into the tool by way of a novel question. We consider how particular features of the tool may impact its interpretation, the appraisal results and the subsequent synthesis. We discuss how to use quality appraisal results to inform the next stages of evidence synthesis and present a novel approach to organising the synthesis, whereby studies deemed to be of higher quality contribute relatively more to the synthesis. We propose tool modifications, user guidance, and areas for future methodological research.

              Climate change and food safety: an emerging issue with special focus on Europe.

              According to general consensus, the global climate is changing, which may also affect agricultural and livestock production. The potential impact of climate change on food security is a widely debated and investigated issue. Nonetheless, the specific impact on safety of food and feed for consumers has remained a less studied topic. This review therefore identifies the various food safety issues that are likely to be affected by changes in climate, particularly in Europe. Amongst the issues identified are mycotoxins formed on plant products in the field or during storage; residues of pesticides in plant products affected by changes in pest pressure; trace elements and/or heavy metals in plant products depending on changes in their abundance and availability in soils; polycyclic aromatic hydrocarbons in foods following changes in long-range atmospheric transport and deposition into the environment; marine biotoxins in seafood following production of phycotoxins by harmful algal blooms; and the presence of pathogenic bacteria in foods following more frequent extreme weather conditions, such as flooding and heat waves. Research topics that are amenable to further research are highlighted.
