      Food system disruption: initial livelihood and dietary effects of COVID-19 on vegetable producers in India

          Abstract

          Disruption to food systems and impacts on livelihoods and diets have been brought into sharp focus by the COVID-19 pandemic. We aimed to investigate effects of this multi-layered shock on production, sales, prices, incomes and diets for vegetable farmers in India as both producers and consumers of nutrient-dense foods. We undertook a rapid telephone survey with 448 farmers in 4 states, in one of the first studies to document the early impacts of the pandemic and policy responses on farming households.

          We find that a majority of farmers report negative impacts on production, sales, prices and incomes. Over 80% of farms reported some decline in sales, and over 20% of farms reported devastating declines (sold almost nothing). Price reductions were reported by over 80% of farmers, and reductions by more than half for 50% of farmers. Similarly, farm income reportedly dropped for 90% of farms, and by more than half for 60%.

          Of surveyed households, 62% reported disruptions to their diets. A majority of farm households reported reduced ability to access the most nutrient-dense foods. Around 80% of households reported ability to protect their staple food consumption, and the largest falls in consumption were in fruit and animal source foods other than dairy, in around half of households. Reported vegetable consumption fell in almost 30% of households, but vegetables were also the only food group where consumption increased for some, in around 15% of households.

          Our data suggest higher vulnerability of female farmers in terms of both livelihoods and diet, and differential effects on smaller and larger farms, meaning different farms may require different types of support in order to continue to function. Farms reported diverse coping strategies to maintain sales, though often with negative implications for reported incomes. The ability to consume one’s own produce may be somewhat protective of diets when other routes to food access fail.

          The impacts of COVID-19 and subsequent policy responses on both livelihoods and diets in horticultural households risk rolling back the impressive economic and nutrition gains India has seen over the past decade. Food systems, and particularly those making available the most nutrient-dense foods, must be considered in ongoing and future government responses.

          Affordability of the EAT– Lancet reference diet: a global analysis

          Summary Background The EAT–Lancet Commission drew on all available nutritional and environmental evidence to construct the first global benchmark diet capable of sustaining health and protecting the planet, but it did not assess dietary affordability. We used food price and household income data to estimate affordability of EAT–Lancet benchmark diets, as a first step to guiding interventions to improve diets around the world. Methods We obtained retail prices from 2011 for 744 foods in 159 countries, collected under the International Comparison Program. We used these data to identify the most affordable foods to meet EAT–Lancet targets. We compared total diet cost per day to each country's mean per capita household income, calculated the proportion of people for whom the most affordable EAT–Lancet diet exceeds total income, and also measured affordability relative to a least-cost diet that meets essential nutrient requirements. Findings The most affordable EAT–Lancet diets cost a global median of US$2·84 per day (IQR 2·41–3·16) in 2011, of which the largest share was the cost of fruits and vegetables (31·2%), followed by legumes and nuts (18·7%), meat, eggs, and fish (15·2%), and dairy (13·2%). This diet costs a small fraction of average incomes in high-income countries but is not affordable for the world's poor. We estimated that the cost of an EAT–Lancet diet exceeded household per capita income for at least 1·58 billion people. The EAT–Lancet diet is also more expensive than the minimum cost of nutrient adequacy, on average, by a mean factor of 1·60 (IQR 1·41–1·78). Interpretation Current diets differ greatly from EAT–Lancet targets. Improving diets is affordable in many countries but for many people would require some combination of higher income, nutritional assistance, and lower prices. Data and analysis for the cost of healthier foods are needed to inform both local interventions and systemic changes. Funding Bill & Melinda Gates Foundation.

            Macro shocks and micro outcomes: child nutrition during Indonesia's crisis.

            A survey of households in rural Java is used to assess the nutritional impact of Indonesia's drought and financial crisis of 1997/1998. A time-age-cohort decomposition reveals significant nutritional impacts. However, child weight-for-age (WAZ) remained constant throughout the crisis, despite rapid increases in food prices and the consequent household consumption shock. The evidence is consistent with the hypothesis that within households, mothers buffered children's caloric intake, resulting in increased maternal wasting. However, reductions in the consumption of high-quality foods further resulted in increased prevalence of anemia for both mothers and children. The combined effects were particularly severe for cohorts conceived and weaned during the crisis.

              How resilient is the United States’ food system to pandemics?

              Rarely have studies focused on the second- and third-order effects of pandemics. Limiting the disruption of critical infrastructures during a pandemic is important for the survival and health of society (i.e., electricity, water, and food) as most medical and public health responses to a pandemic depend on these infrastructures. The studies that have looked at this issue have highlighted alarming gaps in preparedness. This study used a system dynamics model to demonstrate the likely effects of a pandemic on the USA’s food system. The model reveals that a severe pandemic with greater than a 25 % reduction in labor availability can create significant and widespread food shortages. The Ebola epidemic that began in 2014 has caused severe food shortages in West Africa, which are similar to the effects that this model predicts in the USA. The likely effects of the reduction in the amount of available food are difficult to specifically predict; however, it is likely to have severe negative consequences on society. The resilience of the food system must be improved against this hazard and others.
