Abstract

Este trabajo se dirige al análisis de una de las dimensiones de la calidad de la democracia: la accountability horizontal, específicamente la que ocurre entre los poderes ejecutivo y legislativo en el caso paraguayo. Se estudia el diseño constitucional de 1992 de la accountability horizontal desde la perspectiva de la influencia de las herencias autoritarias. Para ello el trabajo se divide en tres puntos, en primer lugar se trata de las precisiones teóricas, en segundo lugar se habla del diseño de la accountability horizontal en la constitución paraguaya de 1992 y en el último tema se estudia la relación entre dicho diseño constitucional y las tradiciones autoritarias.

This paper addresses the analysis of the dimensions of the quality of democracy: horizontal accountability, specifically that which occurs between the executive and legislature in the case of Paraguay. It examines the constitutional design of the 1992 accountability from the perspective of the influence of authoritarian legacies. This work is divided into three parts, first is the theoretical details, second talking about the design of horizontal accountability in the paraguayan Constitution of 1992 and the last theme explores the relationship between the constitutional design and authoritarian traditions.
