          Abstract

          RESUMEN En el campo teórico general de las doctrinas económicas, tal y como las conocemos, surgieron una serie de nociones y reivindicaciones económicas entre la Edad Moderna y la Contemporánea, iniciando y culminando en el periodo de la ilustración según la Historia Universal; por ello, es imperativo evocar las principales tesis político-económicas que se han presentado a lo largo del tiempo, para contrastarlas con su realidad socio-económica a nivel mundial, y ante una nueva pandemia devastadora denominada Covid-19. Posteriormente, de manera cronológica, se muestran las aproximaciones o propuestas sobre las diversas crisis y los fenómenos socioeconómicos, siendo este el enfoque del presente trabajo. Las valoraciones epistemológicas que se exponen en el artículo científico se realizan sobre la base de una revisión bibliográfica histórica de principios y aseveraciones económicas realizadas por distintos autores y sus pensamientos distintivos, en correspondencia con los periodos en cuestión, que buscan explicar el fenómeno ocurrido. El objetivo del presente trabajo se enfoca en efectuar un análisis desde sus perspectivas comparado con los desenlaces del problema epidémico en el escenario mundial. A tales efectos se ha utilizado exclusivamente un análisis bibliográfico descriptivo bajo un enfoque fenomenológico, analítico, cualitativo e inductivo, que contribuye a generar una nueva visión sobre las teorías económicas actuales.

          Translated abstract

          ABSTRACT In the general theoretical field of economic doctrines, as we know them, a series of economic notions and claims emerged between the Modern and Contemporary Ages, beginning and culminating in the period of the Enlightenment according to Universal History; therefore, it is imperative to evoke the main political-economic theses that have been presented over time, to contrast them with their socio-economic reality on a global level, and in the face of a new devastating pandemic called Covid-19. Subsequently, in chronological order, the approaches or proposals on the various crises and socio-economic phenomena are shown, this being the focus of the present work. The epistemological assessments presented in the scientific article are made on the basis of a historical bibliographical review of economic principles and assertions made by different authors and their distinctive thoughts, in correspondence with the periods in question, which seek to explain the phenomena that have occurred. The aim of this paper focuses on an analysis from their perspectives compared to the outcomes of the epidemic problem on the world stage. For this purpose, a descriptive bibliographic analysis has been used exclusively under a phenomenological, analytical, qualitative and inductive approach, which contributes to generate a new vision of the current economic theories.

          A new twenty-first century science for effective epidemic response

          With rapidly changing ecology, urbanization, climate change, increased travel and fragile public health systems, epidemics will become more frequent, more complex and harder to prevent and contain. Here we argue that our concept of epidemics must evolve from crisis response during discrete outbreaks to an integrated cycle of preparation, response and recovery. This is an opportunity to combine knowledge and skills from all over the world—especially at-risk and affected communities. Many disciplines need to be integrated, including not only epidemiology but also social sciences, research and development, diplomacy, logistics and crisis management. This requires a new approach to training tomorrow’s leaders in epidemic prevention and response.

              Lessons from the past, policies for the future: resilience and sustainability in past crises

              This article surveys some examples of the ways past societies have responded to environmental stressors such as famine, war, and pandemic. We show that people in the past did think about system recovery, but only on a sectoral scale. They did perceive challenges and respond appropriately, but within cultural constraints and resource limitations. Risk mitigation was generally limited in scope, localized, and again determined by cultural logic that may not necessarily have been aware of more than symptoms, rather than actual causes. We also show that risk-managing and risk-mitigating arrangements often favored the vested interests of elites rather than the population more widely, an issue policy makers today still face.
