          Abstract

          RESUMEN Durante las últimas tres décadas, el sistema electoral colombiano ha experimentado una serie de transformaciones significativas. Una de las más importantes ha sido la adopción de las primarias internas e interpartidarias como mecanismo para seleccionar candidaturas, especialmente para las elecciones presidenciales. El artículo analiza los cambios a nivel de las reglas electorales y en prácticas partidarias de las elecciones primarias internas e interpartidarias para la selección de candidaturas presidenciales en el sistema político de Colombia entre 1990 y 2022 a partir de los datos a nivel de precandidaturas, partidos o coaliciones. El trabajo parte de la pregunta cómo se ha transformado, en las reglas y en las prácticas, el uso de primarias para la selección de candidaturas presidenciales en Colombia entre 1990 y 2022. Como hallazgos se identifica la existencia de dos períodos diferenciados de reglamentación de los mecanismos y de tres períodos de implementación en las prácticas partidarias, resaltando el paso de una práctica partidaria a un mecanismo reglamentario, la expansión y caída del uso del mecanismo de primarias y el surgimiento posterior de las primarias interpartidarias como mecanismo alternativo de coordinación partidaria.

          Translated abstract

          ABSTRACT During the last three decades, the Colombian electoral system underwent significant transformations. One of the most important has been the adoption of internal and inter-party primaries as a mechanism to select candidates, especially for presidential elections. The article analyzes changes at the level of electoral rules and party practices of internal and inter-party primaries for the selection of presidential candidates in the Colombian political system between 1990 and 2022 based on data at the level of pre-candidacies, parties, and coalitions. This work starts with the question: “How has the use of primaries for the selection of presidential candidates in Colombia between 1990 and 2022 been transformed in terms of rules and practices?” The findings identify the existence of two distinct periods of regulation of the mechanisms and three periods of implementation in party practices, highlighting the transition from a party practice to a regulated mechanism, the expansion and decline of the use of the primary mechanism, and the subsequent emergence of inter-party primaries as an alternative mechanism for party coordination.

          The Strength of Issues: Using Multiple Measures to Gauge Preference Stability, Ideological Constraint, and Issue Voting

          A venerable supposition of American survey research is that the vast majority of voters have incoherent and unstable preferences about political issues, which in turn have little impact on vote choice. We demonstrate that these findings are manifestations of measurement error associated with individual survey items. First, we show that averaging a large number of survey items on the same broadly defined issue area—for example, government involvement in the economy, or moral issues—eliminates a large amount of measurement error and reveals issue preferences that are well structured and stable. This stability increases steadily as the number of survey items increases and can approach that of party identification. Second, we show that once measurement error has been reduced through the use of multiple measures, issue preferences have much greater explanatory power in models of presidential vote choice, again approaching that of party identification.
