          Abstract

          O artigo aborda o fenômeno do abandono escolar nos países da União Europeia, à luz das políticas educativas comunitárias, e discute os limites da relação entre capital humano e competitividade do mercado de trabalho, propostos por essas políticas. O uso do dispositivo de prevenção e compensação do abandono escolar, Vocational Education and Training e Second Chance Schools, comportam sucessos, mas também limites. Faz-se necessário, então, redefinir o papel da formação segundo a modalidade da aprendizagem ativa, fundada sobre as necessidades dos jovens, o que comporta uma transformação da profissão docente e das estratégias didáticas.

          Translated abstract

          The essay discusses the phenomenon of Early School Leaving in the European Union in light of community educational policies and discusses the limits of the relation between human capital and competitiveness of the labor market that these policies propose. The approaches adopted to prevent and compensate for school dropouts, that is, Vocational Education and Training and Second Chance Schools, involve successes but also limits. Therefore, it is necessary to redefine the role of education and promote active learning based on the agency of young people through a transformation of the teaching profession and teaching strategies.
