          Abstract

          Resumo O presente artigo apresenta uma investigação sobre o impacto da política educativa portuguesa de discriminação positiva (Territórios Educativos de Intervenção Prioritária – TEIP) nas classificações escolares dos estudantes, acompanhando a evolução destas entre os anos letivos de 2001/2002 e 2014/2015. Analisamos cerca de 4 milhões de classificações escolares. Após uma breve contextualização do conceito de educação compensatória, revisitamos as principais caraterísticas de diferentes programas de educação compensatória, assim como avaliações da sua eficácia. Os resultados sugerem a ausência de impacto do programa TEIP na melhoria dos resultados escolares. Consequentemente, discute-se a eficácia da transferência de recursos materiais e humanos para estas escolas, especialmente considerando que a sua integração em programas de educação compensatória pode gerar fenómenos de estigmatização. Nesta medida, reflete-se sobre a necessidade de continuar à procura de dispositivos que permitam à educação compensar as desigualdades sociais.

          Translated abstract

          Abstract The aim of this article is to present a research about the impact of a Portuguese education policy of positive discrimination (Territórios Educativos de Intervenção Prioritária – TEIP) in the academic performance of students, following the evolution between the school years of 2001–2002 and 2014–2015. We analise about 4 million cases of students’ scores. After a brief introduction to the concept of compensatory education, we revisit the main characteristics of different compensatory education programs, and discuss their efficacy. The results suggest the TEIP program has no impact on the improvement of academic performance. We then discuss the efficacy of the transference of human and economic resources to the schools, taking into account that the integration of schools in compensatory education programs can generate stigmatization. To that extent, it is important to continue searching for devices that enable education to compensate for social inequalities.

          Resumen En este artículo se presenta una investigación sobre el impacto de la política educativa portuguesa de discriminación positiva (Territórios Educativos de Intervenção Prioritária – TEIP) en los grados escolares de los estudiantes, siguiendo la evolución de éstos entre los años académicos 2001–2002 y 2014–2015. Se analizaron 4 millones de calificaciones escolares. Después de una breve reseña del concepto de educación compensatoria, vamos a retomar las características principales de diferentes programas de educación compensatoria, así como la evaluación de su eficacia. En resumen, los resultados sugieren la ausencia de impacto del programa TEIP en la mejora de los resultados escolares. En consecuencia, se analiza la eficacia de la transferencia de los recursos materiales y humanos para estas escuelas, sobre todo teniendo en cuenta que su integración en los programas de educación compensatoria puede generar fenómenos de estigmatización. Se refleja, también, sobre la necesidad de seguir buscando dispositivos que permiten la educación a compensar las desigualdades sociales.

          Effectiveness of early educational intervention.

          Early educational intervention has been proposed to partially offset the impacts of poverty and inadequate learning environments on child development and school success. A broad range of early educational interventions are found to produce meaningful, lasting effects on cognitive, social, and schooling outcomes. However, all interventions are not equally effective. Two major U.S. programs perform relatively poorly. Research provides some guidance regarding the features of highly effective programs, but much remains to be learned. New experimental studies of key program features would have a high payoff.
