          Abstract

          Actualmente observamos una recurrente invocación a la intersectorialidad como eje central de las nuevas políticas sociales. Incluso aparece como la nueva promesa en materia de gestión para acometer objetivos de transformación social. Sin embargo, usual-mente existe tan escasa problematización sobre ella y se usa con sentidos tan generales, que suele diluirse la preocupación acerca de cómo se construye y cuál es el valor real que puede aportar a los resultados sociales. En este trabajo intentamos delimitar la especificidad de la acción intersectorial y nos proponemos aportar a la construcción de un marco analítico que, además de facilitar la comprensión de las especificidades de la acción conjunta entre diversos sectores gubernamentales, pueda usarse para clarificar sus resultados cuando existe el propósito de acometer integralmente un problema social. nuestra intención es acercarnos a la intersectorialidad en tanto variable causada, además de causante, y examinar algunos de los factores que inciden en su concreción práctica y en sus intensidades.

          Currently we see a recurring invocation to the intersectorality as centerpiece of new social policies. The intersectorality even appears as the new promise about management issues to undertake social transformation goals. But usually there is so little questioning about it and is used with senses so general that it loses depth in its understanding, diluting the concern about how it is built and especially the real value it can bring to social outcomes. in this work we try to better define the specificity of intersectoral action and we intend to contribute to the construction of an analytical framework that, in addition to facilitating the understanding of the specificities of the joint action between different government sectors, can be used to clarify its results when there is a purpose to comprehensively undertake a social problem. Our intention is to approach to the intersectorality as variable caused, in addition to causing, and examine some of the factors that affect its practical realization and their intensities.

            A scoping review of intersectoral action for health equity involving governments.

            We carried out a scoping review to identify and describe scholarly and grey literature referring to global cases of intersectoral action for health equity featuring a central role for governments. The scoping review process systematically identified articles describing one or more cases of intersectoral action. Each article was then described in terms of the context of initiation, as well as the strategies, actors, tools and structures used to implement these initiatives. 128 unique articles were found describing intersectoral action across 43 countries. A majority of the cases appear to have initiated in the last decade. A variety of approaches were used to carry out intersectoral action, but articles varied in the richness of information included to describe different aspects of these initiatives. With this examination of cases across multiple countries and contexts, we can begin to clarify how intersectoral approaches to health equity have been used; however, the description of these complex, multi-actor processes in the published documents was generally superficial and sometimes entirely absent and improvements in such documentation in future publications is warranted. Richer sources of information such as interviews may facilitate a more comprehensive understanding from the perspective of multiple sectors involved.
