          Abstract

          Resumo O Brasil adota um sistema bicameral simétrico e incongruente, isto é, ambas as Câmaras possuem semelhante capacidade legislativa e formas diferentes de seleção de seus membros. Em bicameralismos desse tipo, o sistema de resolução de conflitos entre as Câmaras ganha relevo. No caso brasileiro, é utilizado o sistema de navette, em que os projetos de lei passam por leituras sequenciais nas duas Câmaras. Este trabalho busca analisar este sistema, focando a capacidade revisora da Câmara Alta. Para tanto, duas etapas devem ser realizadas. Primeiro, será feita uma análise do sistema de navette no Brasil, destacando o caráter privilegiado da Câmara de origem. Na sequência, serão analisados os projetos originados da Câmara dos Deputados, que passam por revisão no Senado, destacando seu resultado. A partir dessas análises, será possível apontar o papel revisor desempenhado pelo Senado no processo legislativo bicameral brasileiro.

          Translated abstract

          Abstract Brazil adopts a symmetrical and incongruent bicameral system, which means that both Cameras have similar legislative powers and different forms to select its members. In bicameralisms such this, the system of resolution of disputes between the Chambers becomes important. In Brazil is used navette system that bills go through sequential reads in both Chambers. This paper seeks to analyze this system focusing on the reviser ability of upper Chamber. For this, two steps must be performed: first of all, the analysis of the navette system in Brazil and highlighting the privileged character of the source Chamber. Following that, the analyze of the projects that are originated in the Chamber of Deputies, who undergo to a revision in the Senate, giving importance on its results. From these analyzes, it’s possible to point the reviewer role played by the Brazilian Senate bicameral legislative process.
