          Abstract

          Mapear competências profissionais tem se tornado uma temática cada vez mais relevante. Este estudo objetivou discutir o papel dos dirigentes sindicais a partir do mapeamento das competências essenciais para o exercício dessa atividade profissional. O método incluiu análise documental, além de 12 entrevistas em profundidade com dirigentes sindicais, trabalhadores e empresários filiados a sindicatos. Para aumentar a robustez, a análise de conteúdo categorial foi feita por três juízes independentes com adoção de dois critérios para a inclusão de competências: consistência (dois terços de concordância entre juízes); e relevância (citação mínima por três entrevistados). Os resultados apontam 26 competências consideradas centrais para dirigentes sindicais, com destaque para: interação com a categoria, conhecimento do negócio sindical e atitude voltada para o aperfeiçoamento contínuo. Destaca-se a falta de alinhamento dos discursos com as reflexões recentes acerca do sindicalismo, o que pode comprometer uma atuação mais eficaz dos sindicatos nas relações de trabalho.

          Mapear las competencias profesionales se ha convertido en un tema cada vez más relevante. Este estudio objetivó discutir el papel de los dirigentes sindicales a partir del mapeo de las competencias esenciales para la actuación de esa actividad profesional. El método incluye análisis documental y 12 entrevistas detalladas con dirigentes sindicales, trabajadores y empresarios filiados a sindicatos. Para aumentar la robustez, el análisis de contenido categorial fue realizado por tres jueces independientes, con adopción de dos criterios para la inclusión de competencias: consistencia (concordancia de dos tercios de los jueces); y relevancia (citación mínima de tres entrevistados). Los resultados muestran 26 competencias consideradas centrales, destacándose: la interacción con la categoría, conocimiento del negocio sindical y actitud direccionada hacia un perfeccionamiento continuado. Merece destaque la falta de alineamiento de los discursos con las reflexiones recientes acerca del sindicalismo, pudiendo esto perjudicar la actuación del sector en las relaciones de trabajo, haciéndolas menos eficaces.

          Translated abstract

          Knowing the competencies required of professionals has become an increasingly relevant topic. This study aimed to discuss the role of union leaders based on the mapping of essential competencies for these professionals. The method included document analysis, in addition to12 in depth interviews with union leaders and union-affiliated workers and business people. To increase robustness, categorical content analysis was done by three independent experts. Two criteria were adopted for the inclusion of competencies: consistency (agreement of at least two thirds of the judges); and relevance (citation by at least three interviewees). The results point to 26 competencies considered essential for union leaders, with emphasis on: interaction with the category represented, understanding of union business, and attitude towards continuous improvement. It is worth noting the discourses' lack of alignment with recent reflections on trade unionism, which may compromise more effective action by unions in labor relations.

            Construindo o conceito de competência

            Nos últimos anos, o tema competência, seu desenvolvimento, sua gestão, entrou para a pauta das discussões acadêmicas e empresariais, associado a diferentes instâncias de compreensão: no nível da pessoa (a competência do indivíduo), das organizações (as core competences) e dos países (sistemas educacionais e formação de competências). O objetivo deste trabalho é recuperar o debate teórico a respeito da noção de competência, explicitando o conceito em seus vários níveis de compreensão, relacionando-o à estratégia e aos processos de aprendizagem organizacional. Para tanto, o diálogo entre a literatura americana e a literatura européia, principalmente francesa, enriqueceu a construção deste conceito. The issue of competence building and management is currently gaining momentum at the academic and the managerial instances. The debates usually focus on one of three distinct levels of analysis: the level of the person (individual competences), the level of the enterprise (core competences of the organization) and the level of a region or nation (educational systems for the formation of local competences). The objective of this paper is to contribute to the theorethical discussion about competence building and management through the development of a conceptual framework, elaborated upon both the American and the European approaches. The key feature of that framework is the dynamic relationship between competitive strategy and competence management.

              Portfolios and assessment of competence: a review of the literature.

              The literature review presented here was conducted as part of an English National Board for Nursing, Midwifery and Health Visiting funded project to evaluate the use of portfolios in the assessment of learning and competence. Initial consideration of the topic revealed the need to clarify the terminology and approaches used to assess competence using portfolios, and therefore the literature review was conducted to inform the study. To clarify definitions, theoretical bases and approaches to competence and the use of portfolios in the assessment of learning and competence in nursing education. A comprehensive literature review was conducted using the CINAHL and MEDLINE databases and the keywords competenc*, portfolios and nursing. Articles published in the period 1989-2001 in English were obtained and their reference lists scrutinized to identify additional references. Twenty articles were found using a combination of the keywords competenc* and portfolios, and 52 using the combination portfolios and nurse education. Articles were included in the review if they focused on the use of portfolios in nursing, and those concerned with professional or transitional portfolios were excluded. This article will analyse definitions of and approaches to competence and its measurement and to portfolios and their use as discussed in the articles identified. Three approaches to competence were identified, each with its appropriate forms of assessment. With regard to portfolios, a number of definitions were again found, but there was a consensus that the theoretical basis of their use is theories of adult learning. A number of reasons for and advantages and disadvantages of their use were found, as well as varying ideas about what a portfolios should consist of and how it should be assessed. A holistic approach to competence seems to be compatible with the use of portfolios to assess competence in nursing students, but the concept and its implementation is still evolving. A variety of assessment methods are needed for assessment and portfolios appear to have the potential to integrate these. Reflection is an essential component of a portfolio, as are the student-teacher relationship and explicit guidelines for constructing the portfolio. Issues of rigour in assessment of portfolios need to be addressed, but the assessor's professional judgement will inevitably enter into this assessment.
